The Text-to-Media Safety Infrastructure

Splitting the rules between text and media gives OpenAI a highly effective safety net. Unfiltered text stays confined to a private chat window, catering to creative writing and mature themes without threatening the broader public.

Photorealistic image generation and voice cloning present entirely different dangers. The risk of non-consensual media creation requires an absolute lockdown on multimodal generation.
